Thomas Daly of Winter Park-based planning firm Daly Design Group is the applicant for the request — to discuss building 325 apartments on 12.4 acres at 14646 Boggy Creek Road — on behalf of landowner Orlando Airport Property LLC and contracted buyer Alabama-based Arlington Properties Inc. Orlando Airport Property LLC is an entity related to developers Ralph Singleton and Robert Harrell, and the project would be part of the Tyson Ranch mixed-use projects the duo is master developing. … Longtime Orlando land broker Daryl Carter, who owns land across Boggy Creek Road from the Tyson Ranch PD, has said an upcoming road-widening project for the corridor is proving pivotal to its planned growth — and could help the area's momentum someday mirror the development on the airport's north side, along Semoran Boulevard. "What Boggy Creek Road was lacking was that it was a two-lane road, but the county is in the process right now of widening that road," Carter said. An entity connected to the Nashville, Tennessee-based, for-profit healthcare system (NYSE: HCA) bought 2.8 acres across six parcels near the northeast corner of Martin Luther King Jr. Boulevard and N. Central Boulevard on Feb. 6, according to county documents. … Conrad Carter and Clyde Wells with Maury L. Carter & Associates represented the sellers. It's unknown if HCA had a broker. The “Mac Overstreet” property, formerly known as College Station, stretches from Pleasant Hill Road to Lake Tohopekaliga. The acreage abuts two residential subdivisions, the Bellalago boating community to the south and Concorde Estates to the north. It has Employment Center and Institutional future land use and is zoned Institutional. … Daryl Carter, president of Maury L. Carter & Associates, said the permitted uses will determine the market value of the land. “It sounds like a great piece of property in a great location. But if the county will only consider R&D and offices, that could be very limiting,” he said. If the county will allow apartments with a mix of uses, that would bring more buyers, but the property would need to be rezoned. Carter also questioned why the county set the bid deadline just 16 days after publication — with no question and answer period or property tour. “I don’t understand what’s the rush,” he said. “I understand the county has some noble goals to generate tax revenue and create jobs. But on the other hand, things need to work in today’s economy.
